Minutes of July Monthly Meeting of Kilrush Town Council Held on the 6th July 2006 at 4:00 p.m. in The Vandeleur Centre, Killimer Road, Kilrush

  1. Adoption of Minutes of June Monthly Meeting of Kilrush Town Council held on the 8th June 2006 at 7:00 p.m.

    Ar Moladh Cllr. Prendeville cuidithe ag Cllr. Clyne:-

    The Minutes of the June Monthly Meeting were duly adopted.

  2. Adoption of Minutes of Annual General Meeting of Kilrush Town Council held on the 19th June 2006 at 7:00 p.m.

    Ar Moladh Cllr. Clyne cuidithe ag Cllr. Prendeville:-

    The Minutes of the Annual General Meeting were duly adopted.

  3. Financial Review as at 30th June 2006

    Liam O'Connor, Staff Officer circulated the members with his Income and Expenditure Report : January - June 2006 dated the 3rd July 2006

    The Income and Expenditure Report as at 30th June 2006 was duly adopted.

  4. Kilrush Development Plan - Variation No. 4

    Ar Moladh Cllr. Prendeville cuidithe ag Cllr. Clyne:-

    Following discussion on this matter the proposed Variation No. 4 as referred to in report of the manager dated the 27th June 2006, as circulated with the agenda, was duly adopted.

  5. JPE Pilot Phase House Type Notification

    Ar Moladh Cllr. Sweeney cuidithe ag Cllr. McMahon-Jones:-

    The members agreed to the internal change to the design of one block of infill housing as outlined in the report of the town clerk dated the 26th June 2006 which was circulated with the agenda.

  6. Schedule of Ordinary Meetings

    The town clerk referred the members to the schedule of ordinary meetings which item had been brought forward from the A.G.M.

  7. Kilrush Town Council Standing Orders

    The town clerk advised the members that one submission to amend the Standing Orders had been received prior to the agreed closing date of the 30th June 2006, which was to alter the time of the monthly meetings from 7:00 p.m. to 4:00 p.m. and was signed by six members of Kilrush Town Council. The view was that a 4:00 p.m. start was more family friendly.

    Cllrs. McMahon-Jones and Fennell indicated their dissatisfaction with this proposal for both business and family reasons and Cllr. McMahon-Jones proposed that the monthly meetings be held at 9:00 a.m.

    At this point it was agreed that both proposals be put to a vote.

    Those opposing the amendment of the Standing Orders to alter the time of the monthly meetings to 9:00 a.m. were as follows : Cllr. Prendeville, Cllr. Sweeney, Cllr. O'Malley, Cllr. O'Looney, Cllr. Clyne, Cllr. O'Gorman.

    Those in favour of the amendment of the Standing Orders to alter the time of the monthly meetings to 9:00 a.m. were as follows: Cllr. Fennell, Cllr. McMahon-Jones.

    Those in favour of the amendment of the Standing Orders to alter the time of the monthly meetings to 4:00 p.m. were as follows: Cllr. Prendeville, Cllr. Sweeney, Cllr O'Malley, Cllr. O'Looney, Cllr. Clyne, Cllr. O'Gorman.

    Those opposing the amendment of the Standing Orders to alter the time of the monthly meetings to 4:00 p.m. were as follows : Cllr. Fennell, Cllr. McMahon-Jones.

    Therefore the Kilrush Town Council Standing Orders were duly amended as follows:

    Hour of Meeting
    "The hour of the meeting of the Council shall be 4:00 p.m. or at such hour as may from time to time be fixed by resolution of the Council. The Council shall not rise later than 6:00 p.m. except where the majority of members present at that meeting decide to continue beyond that time."

  8. Ar moladh Cllr. O'Looney cuidithe ag Cllr. Sweeney :-

    "That this Council would apply for a grant for the upgrading of Moore Street to the Department of Environment Urban & Village Development Section."

    The elected members agreed that application should be made to the Department for the upgrading of Moore Street, Kilrush similar to the upgrading of Henry Street.

    The manager informed the members that the current Urban & Village Renewal Scheme is due to expire at the end of 2006. It is hoped that a new scheme will be introduced and an application can then be made for the upgrading of Moore Street, Kilrush.

  9. Ar moladh Cllr. O'Looney cuidithe ag Cllr. McMahon-Jones:-

    "That this Council would develop the existing piece of land in the Town Council's ownership at Parc de Plouzane into car parking."

    Following discussion on the matter the manager confirmed that the motion will be taken and looked at in the context of the Development Plan policies.

    The mayor then referred to the proposed parking facilities at the Old Fire Station and the town engineer confirmed that this car park is included in the 2006 Roadworks Programme and will be done in 2006.

  10. Ar moladh Cllr. O'Looney cuidithe ag Cllr. Prendeville:-

    "That this Council would immediately make safe by signage or otherwise the area crossing from the slip way at Cappa to the shop across the road."

    Following discussion on this matter it was agreed that the town engineer be asked to examine this area and report back to the September meeting.

    The town engineer confirmed that his section are currently looking at proposals in Cappa with regard to traffic calming. Traffic counts, etc. are being undertaken and the issues of signage will be looked at in the overall context.

  11. Ar moladh Cllr. McMahon-Jones cuidithe ag Cllr. O'Looney :-

    "As a matter of urgency that this Town Council would give its immediate attention to traffic management outside the Gaelscoil."

    Following discussion on this matter the town engineer advised that it would be unfair of him to discuss this matter with the members until he has responded to the people who submitted it to him. He will, however, copy the members with the response when it issues. He said that the request of the Gaelscoil will have to be looked at in the context of the whole area, including businesses, two schools and its location on a national secondary road governed by the NRA guidelines.

    It was suggested that perhaps the town engineer could work with this school in this matter and it was agreed that RIMS would be the place to discuss it.

    Cllr Sweeney raised a query about a right of way dispute at Vandeleur Street and the town clerk advised that proceedings were pending on this. She advised that the legal matter was being attended to.

    It was agreed that the mayor and vice-mayor would attend the Kilkee conference at the end of August.

    Broadband
    The manager referred to previous discussions regarding broadband installation and the likely contribution due from Kilrush Town Council and advised the members that the contribution towards the capital works relating to broadband in Kilrush in the amount of c95K would be necessary. She advised that a substantial portion was available in the capital account for this and that arrangements would be made to assign the balance, for this important infrastructural project. This was noted and the broadband project was welcomed for Kilrush.

    Christmas Lights
    The manager requested approval from the members to examine costs and possibilities relating to the upgrade of the town’s Christmas lighting stock, taking into account the experiences, quality improvements and funding mechanisms in other towns and to revert with a recommendation for Kilrush. The members were happy for this to be done.

  12. Correspondence

    The following correspondence was noted :-
  • Letter dated 30th May 2006 from Longford Town Council regarding the electoral register.
  • Letter dated 2nd June 2006 from Monaghan Town Council regarding telecommunication masts.
  • Letter from Sligo Borough Council regarding the electoral register.
  • Letter dated 8th June 2006 from the Department of Communications, Marine and Natural Resources regarding insulation grants.
  • Letter dated 14th June 2006 from Kilrush Community School regarding bursary.
  • Preliminary Notice - Association of Irish Festival Events Annual Conference 2006.
  • Letter dated 23rd June 2006 from Passage West Town Council regarding Disability Allowance.

Votes Of Sympathy

It was agreed that a vote of sympathy should issue to the following :

  • Margaret Clancy, c/o Kilrush Town Council on the death of her mother-in-law Mrs. Susan Clancy.
  • Geraldine Quinn, c/o Kilrush Town Council on the death of her sister Tracy McCarthy.
  • Mr. and Mrs. Liam O'Donnell, Moore Street, Kilrush on the death of their son Martin Noel O'Donnell.
  • Patrick Cusack, The Square, Kilrush on the death of his brother Tom Cusack late of Carron.
