Minutes of March Monthly Meeting of Kilrush Town Council held on the 8th March 2007 at 4.00 p.m. in the Council Chamber, Town Hall, Kilrush

Item No. 1: Adoption of Minutes of February Monthly Meeting of Kilrush Town Council held on the 14th February 2007 at 4.00 p.m.

The Minutes of the February Monthly Meeting were duly adopted.
Cllr. Prendeville made an enquiry regarding the update on the visit of the Plouzane delegation. Cllr. O'Malley reported that he spoke with Murt Collins who advised that there are 29 people coming via Galway on Thursday 12th July. It was hoped to tie this meeting in with the July monthly meeting which would necessitate postponing the monthly meeting until Monday 16th July. The Town Manager requested that the Town Council would formally write to the Plouzane delegation to confirm arrangements.
Item No. 2: Demonstration of Kilrush Town Council website.
Siobhán Curran, A/Senior Staff Officer and Siobhán Garvey, A/Marketing & Development Officer gave a demonstration on the Kilrush Town Council website (www.kilrush.ie). This new and improved website which conforms to a high standard for people with disabilities will go live next month at which time the members will be informed and a press release will be organised. Siobhán Curran wished to acknowledge the staff of the I.T. department of Clare County Council for their support and expertise.
It was noted that some elected members are having difficulty with their e-mails from home and the town manager advised that a test can be carried out, following which a representative of the I.T. department will call to those experiencing problems.
The town manager extended her appreciation to both Siobhán Curran and Siobhán Garvey for bringing the website to its current stage.
Item No. 3: Kilrush Development Plan Review.
The Manager's Report dated the 7th March 2007 was circulated to the members.
Following discussion on the matter it was agreed that the appreciation of the members be extended to the Manager and planning officials for their work and commitment in this review process.
On the proposal of Cllr. Prendeville and seconded by Cllr. Sweeney, it was agreed that the members adopt the Manager's Report of the 5th February 2007 with the amendments as presented in the Manager's Report of the 7th March 2007.
The Town Manager acknowledged the constructive manner in which the members have dealt with this process and for the careful consideration and amount of time given by them. The manager confirmed that she will now proceed with the drafting of the plan.
Item No. 3: Correspondence
The following correspondence was noted :
Letter dated 6th February 2007 from Department of Health & Children regarding art psychotherapy in the West Clare area.
Letter dated 8th February 2007 from the Health Service Executive.
Letter dated 9th February 2007 from the Health Service Executive regarding art psychotherapy in the West Clare area.
Letter dated 12th February 2007 from the Department of Finance regarding Town Renewal Scheme.
Notification from Greystones Town Council re Seminar "The Changing Ireland - Are Local Authorities Prepared" to be held from 28th to 30th September 2007 in Charlesland Golf & Country Club Hotel, Greystones, Co. Wicklow.
Votes of sympathy:
It was agreed that a vote of sympathy should issue to the following:
Mr. Max Madden, John Street, Kilrush on the death of his wife Sheelagh Madden.
Ms. Birdie O'Dea, Vandeleur Street, Kilrush on the death of her brother Kevin O'Dea.

Siobhán Curran reported that the advert will appear in next weeks Clare Champion inviting applications under the Assistance to Arts and Assistance to Community Projects Grants Schemes. The closing date for receipt of applications will be the 30th May 2007 and income and expenditure details will have to be forthcoming by September 30th.
It was agreed to hold the next RIMS meeting at 4.00 p.m. on Wednesday 21st March 2007 to be followed directly by an official launch of the On-Line Motor Tax system.
Cllr. Prendeville informed the meeting that as in previous years a sub-committee will be organising the Easter Rising ceremony and they will be seeking the assistance of the council in this matter. Cllr. Sweeney advised that invitations will be circulated to the elected members. He also advised that he would like to include Cllr. O'Looney's previous proposal regarding the commemoration of the Manchester Martyrs and hopefully invite along Michael Bermingham.
Cllr. Prendeville advised the meeting that today (March 8th) is St. Senan's Day and the meeting concluded with a prayer to St. Senan.
