Guidelines and standards

This site aims to comply to conformance level Double-A of the W3C Web Content Accessibility Guidelines 1.0, including all Priority 1 and Priority 2 checkpoints defined in the Guidelines. Conformance to the Guidelines will help to make the web site more accessible to users with disabilities and will benefit all users. These guidelines are supported by the Government of Ireland and the European Commission (EC). This web site also conforms to XHTML and CSS specifications.

Shortcut links

Users with screen readers can skip over the set of navigation links to access the main content directly. This prevents users using screenreaders having to hear a number of links on every page before reaching the interesting content of a page. See Access Keys below.

Text size

This site uses 'relative sizing' which means you control the size of text in your web browser. You can change it by: going to the 'View' menu in your web browser, choosing the text option (or zoom in some browsers) from the menu then selecting a smaller or larger setting. This site is optimised for the default Internet Explorer setting of 'Medium'.

Note: The page layout may be affected by increasing the font size.

Text equivalents for multimedia

All video clips on this site are supplied with captions. A caption is a text transcript for the audio track of a video presentation that is synchronized with the video and audio tracks. Captions benefit people who are deaf and hard-of-hearing.

Access keys

Access Keys are used for the main pages on the site including all top level navigation menus. To use the access keys on Microsoft Windows based systems press the ALT key and the appropriate access key then "enter" to go to the corresponding page. On Macintosh systems use the CTRL key instead then 'Return'.

Accessible PDFs

Most documents on this site have been converted to HTML as this is the most accessible format. Some documents, such as publications and very long documents are published in PDF format. All PDFs published on the site are made accessible. Accessibility and usability features in PDFs include correctly marked up structure, the addition of bookmarks and internal links for ease of navigation, tagging and alternative text for all images.
