Your Council
Local Government has been established in Kilrush since 1885. Since that time Kilrush Town Council, as the Local Authority, has worked in partnership with the community, the private sector and the public sector to develop the town of Kilrush.
The mission of Kilrush Town Council is:-
"To provide a forum for democratic representation of the local community and to provide civic leadership."
The Elected Representatives in the exercise of their reserved functions express the policy of Kilrush Town Council. The management and staff of Kilrush Town Council carry into effect all lawful directions of the elected representatives.
Kilrush Town Council is regulated by E.U. directives, national legislation and policy, local legislation such as bye-laws and adopted policies of the Town Council. The accounts of the Council are subject to audit by the Local Government Auditor who is employed by the Department of the Environment, Heritage and Local Government. Local Authorities are also subject to investigation by the Ombudsman.
Staff Structure
The Town Manager and Town Clerk perform the operational role of Kilrush Town Council. They are responsible for the day to day administration of the council. The functions carried out by the Town Manager are called "executive functions". These functions include issuing planning decisions, the letting of houses and the appointment of staff. The Town Manager's decisions are made by written Manager's Order and these decisions must be consistent with policies established by the Elected Members of Kilrush Town Council.
