Elected Members of Kilrush Town Council

Local Authorities perform both a representational and an operational role because the Irish System of Local Government encompasses both democratic representation and public administration.

The representational role is performed directly by the 9 Elected Members of Kilrush Town Council, who are elected every 5 years. The Cathaoirleach (Mayor) of the Council is elected by the elected members of the council at the Annual General Meeting, held every year in June/July.

The functions performed by the elected members are called reserved functions and these lay down the framework of policy under which the Town Manager and Town Clerk operates. These functions include:

• Adoption of the Annual Budget
• Making, Amending & Revoking Bye-Laws
• Policy Adoption
• Adoption of Development Plan

Elected Members make their decisions by resolution at statutory meetings of Kilrush Town Council. The management and staff of the Town Council carry into effect all lawful directions of the elected representatives.
